Workshop overview

Councillors are responsible for making decisions at formal council meetings where specific rules and protocols apply. For newly elected councillors, this process can be unfamiliar and take time to master.

This workshop will give councillors an introduction to the Code of Meeting Practice and the skills and knowledge needed to effectively prepare for and participate in council meetings.

With a focus on practical examples and real life meeting scenarios, this workshop will give councillors confidence in taking part in council meetings.

It is ideal at the start of a new council term or as a refresher part way through.

The workshop delivers the following outcomes:

  • The purpose of council meetings
  • Prescribed meeting rules and council’s code of meeting practice
  • The role of the chair
  • How to use closed meetings appropriately
  • What an orderly, effective and efficient council meeting looks like and how it is conducted
  • How councillors should prepare for a council meeting, including premeeting briefings
  • The role of business papers and meeting minutes and how to understand and interpret them
  • The role of committees, the committee structure adopted by the council and the functions of each of council’s committees
  • Practical application of the Code based on real life scenarios

Your facilitators

Your instructor for this course is Emma Broomfield, the Founder and Chief Educator at Locale Learning. Emma is a trained lawyer and nationally accredited mediator with a passion for helping communities work better together. She strongly believes in the power of local leaders to transform local communities.

Over many years, Emma has worked with local councillors in a range of different capacities. This includes as a Code of Conduct reviewer, coach, trainer, legal advisor and conflict resolution specialist. Emma is known for her warm engaging style and practical training workshops.
